Facility Access & Security

Electronic Lock System: To maintain security and prevent the unauthorized duplication and sharing of physical keys, the Town has upgraded to a Master Lock smart lock system. All access is electronically cataloged to the specific user unlocking the facility.

Non-Transferable Access: Access credentials (app access or user codes) are strictly nontransferable. The Purchaser agrees not to share their access credentials with any other person or entity.

Pricing and Payment

Rate: The cost of bulk water is strictly set at $0.03 per gallon.

Payment Terms: The Purchaser agrees to accurately log and remit payment for all gallons extracted in accordance with the Town of Joliet's standard billing procedures.

Unauthorized Extraction and Penalties

The Town actively monitors the bulk water station to ensure fair usage. By signing below, the Purchaser acknowledges the following enforcement policies:

Theft: Extracting water without proper payment is strictly prohibited and is legally considered theft.

Revocation of Access: Any Purchaser found to be taking water without payment will have their electronic access code immediately revoked without prior warning.

Reinstatement Fee: In order to have access reinstated after a revocation, the Purchaser must pay a mandatory $250.00 reinstatement fee, in addition to fully compensating the Town for the cost of the stolen water.

Agreement and Acknowledgment

I, the undersigned, have read, understand, and agree to abide by the terms and conditions outlined in this Bulk Water Purchasing & Access Agreement. I understand that my access is electronically monitored and that failure to remit payment for water drawn at the rate of $0.03 per gallon will result in immediate access revocation, a $250.00 penalty, and potential legal action for theft.
